What the bill does
H.Amdt. 236, offered by Rep. Thomas Massie (R-KY) directly after his companion amendment to cut aid to Israel. It would have barred the bill's funds from being used for Jordan and cut $2.1 billion combined from Foreign Military Financing, Global Health Programs, and other accounts. It failed 6 to 421, with every Democrat, including Scanlon, voting no.
